History

Monroe Township, Muskingum County is in the northeastern corner of the county, established in 1819 and named after President James Monroe. As of 2023, it has a population of approximately 565 and is primarily residential, offering a quiet, rural lifestyle. No municipalities are located in Monroe Township.


The unincorporated community of Otsego is home to the township hall.
Voters in Monroe Township elect three trustees and a fiscal officer to govern. The Board of Trustees and one part time employee are responsible for maintaining 22.2 miles of township roads. All zoning and permits are processed through Muskingum County.

Revenue Sources
Monroe Township funds services primarily through property taxes, which includes voter approved levies for fire and emergency medical. The Township also receives revenue through gasoline and motor vehicle license taxes, and the local government distribution from the State.

 

About Property Taxes 
In Ohio, there are two main types of property tax: inside (unvoted) millage and outside (voted) millage. Inside millage was allocated to cities, townships, counties, and school districts in the early 1930s, up to a 10 mill limitation. Monroe Township receives 1.25 mills each year, of which 1.00 mill is receipted into the General Fund and 0.25 mills into the Road District Fund. Outside millage, in the form of levies, must be approved by voters.
